NTSI Executive Committee

John Murphy

Mr . Greg Cupper is Executive Vice President and Chief Operating Officer with National Traffic Safety Institute.

Mr. Cupper has been involved with traffic safety programs since 1980.  His experience in program development and administration began while working for a large regional planning commission with responsibilities including grant writing and developing regional alcohol and drug services for a thirteen county area. 

Additionally, Mr. Cupper worked with three non-profit Council’s on Alcohol and Drug Abuse beginning first with an internship designed to found a regional alcohol/drug abuse agency  in a rural East Texas. Mr. Cupper helped establish numerous alcohol and drug prevention and DUI Education programs through writing grants and acquiring local funding to combat this particular traffic safety problem.   He also has extensive experience in traffic safety curriculum development including a specialization in alcohol/traffic safety subject areas.

During the next phase of  Mr. Cupper’s career, he established and administered the first DUI Education in Dallas, Texas - the second largest program in the State.  During this same period he became President of the Texas Alcohol and Traffic Safety Education Association – a non-profit advocacy group dedicated to reducing alcohol/traffic safety problems.  Mr. Cupper then moved to the private sector after establishing 2 additional DUI programs while acquiring his certification to instruct teen driver education through N. Texas State University, now University of N. Texas.

During his tenure with NTSI, Mr. Cupper was Regional Director in Texas and  in 2002 he became Vice President of the NW Region of NTSI.  He holds a Bachelor of Science Degree in Education; Magna Cum Laude  from Stephen F. Austin State University and was previously a Certified Alcohol and Drug Abuse Counselor, DWI Education Program Administrator and Instructor and a licensed Driving Safety and Driver Education instructor.


John Murphy

John K. Murphy, J.D. M.S, PA-C, FACC is a member of the Executive Board for the National Traffic Safety Institute, one of the nation’s oldest and largest traffic safety and defensive driving program.

Prior to joining NTSI, Mr. Murphy completed a 32 year career in the fire service retiring as a Deputy Fire Chief. Mr. Murphy is an attorney with experience in employment practice liability, organizational policies development and implementation, medical liability and malpractice, risk management and human resource management.

Mr. Murphy received a Juris Doctor from Seattle University School of Law, a Master of Science and Bachelor of Science degrees in Health Education from Central Washington University and graduated from the University of Utah’s School of Medicine’s Physicians Assistant Program.

 

Rosemary DeFresco

Rosemary DeFresco is Vice President – Northeast Region of the National Traffic Safety Institute.

Rosemary DeFresco has been working with NTSI for the past 8 years. She has served the company in many capacities from accounting to Northeast Regional Director. Rosemary is the liaison between NTSI and the Department of Motor Vehicles for New York, New Jersey and Connecticut. She oversees the daily functions of NTSI’s New York Office, training of new instructors and staff, development of new agencies and business contacts as well as working to expand NTSI’s popularity and recognition in the community.

In the past few years Rosemary has expanded NTSI’s client base to include Insurance companies, New York City, State and Federal agencies, police and fire departments as well as many other private companies and unions. She has formed an alliance with the local Chambers of Commerce and community groups, which have served to increase NTSI’s popularity. She is a member of Mothers against Drunk Driving, the Highway Traffic Safety Administration, the National Road Safety Foundation and the New York State Association of Women Safety Leaders. Rosemary serves on the Staten Island Chamber of Commerce’s Economic Development/Transportation Committee and the Safety and Security Committee; she is an officer of the Great Kills Garden Club, a member of the Staten Island Chamber of Commerce and the Staten Island Board of Realtors. Her community service has inspired the Boy Scouts to join with her in working to repair and improve the William A. Epps Community Center, an after school program and summer camp for children.

 

Maurice Rayford

Maurice Rayford is Vice President of the Southwest Region for the National Traffic Safety Institute.

Prior to joining NTSI, Mr. Rayford has over 20 years experience working for various State, County and non-profit social services organizations. Some of his prior positions included Program Administrator and Program Manager responsible for daily operations of State and Local Government agencies.

Mr. Rayford began his career with NTSI as the DUI Program Director for the Southern California Region. Mr. Rayford was then promoted to Regional Director overseeing the Southern California Region. Mr. Rayford was then promoted to his current position of V.P. Southwest Region with oversight of the entire Western Region including Arizona, New Mexico, Nevada, and all of California.

In addition, Mr. Rayford holds and Bachelor of Science Degree in Social Justice and a Master of Arts Degree in Organizational Psychology. Mr. Rayford is a Licensed Drug and Alcohol Counselor in the State of California. Mr. Rayford is also a faculty member at the University of Phoenix teaching courses in the Graduate and Undergraduate School of Business.
